Groundbreaking ceremony for the Construction of the Combined-level Boarding Primary and Lower Secondary School in Ea Bung commune

On the morning of March 19, in Ea Bung Commune, Dak Lak Province, the groundbreaking ceremony was held for the Combined-level Boarding Primary and Lower Secondary School.
This was one of 17 venues in 17 provinces and cities that simultaneously organized groundbreaking ceremonies for inter level boarding schools in land border communes. General Secretary To Lam and Prime Minister Pham Minh Chinh attended the main venue at the Dong Dang Combined-level Boarding Primary and Lower Secondary School in Dong Dang Commune, Lang Son Province. The simultaneous groundbreaking ceremonies for combined level boarding schools in land border communes were held in a hybrid format, combining in person and online participation.

Comrade Ho Quoc Dung, Member of the Party Central Committee and Deputy Prime Minister, and Comrade Luong Nguyen Minh Triet, Member of the Party Central Committee and Provincial Party Committee Secretary, together with provincial leaders, spoke with teachers and students.
At the Dak Lak venue, Comrade Ho Quoc Dung attended the groundbreaking ceremony for the Ea Bung Inter level Boarding Primary and Lower Secondary School. Also present were Lieutenant General Le Van Huong, Deputy Chief of the General Staff of the Vietnam People's Army; representatives from the Government Office and central ministries and agencies.

Representing Dak Lak Province at the ceremony were Comrade Luong Nguyen Minh Triet, Member of the Party Central Committee and Provincial Party Committee Secretary; Comrade Y Giang Gry Nie Knong, Deputy Provincial Party Committee Secretary and Chairman of the Provincial Vietnam Fatherland Front Committee; Comrade Dinh Thi Thu Thanh, Member of the Provincial Party Standing Committee and Head of the Provincial Party Committee's Commission for Propaganda and Mobilization; Comrade Ho Thi Nguyen Thao, Member of the Provincial Party Standing Committee and Permanent Vice Chairwoman of the Provincial People's Committee; Comrade Phuc Binh Nie Kdam, Vice Chairwoman of the Provincial People's Council; Comrade Nguyen Thien Van, Vice Chairman of the Provincial People's Committee; Comrade Le Dao An Xuan, Deputy Head of the Provincial National Assembly Delegation; leaders of departments, agencies and localities, education managers, teachers, students and people of ethnic groups in the locality.

At the ceremony, groundbreaking began simultaneously for 121 inter level boarding primary and lower secondary schools with an estimated funding requirement of approximately VND 30 trillion (of which the central budget is expected to provide about VND 28 trillion and local budgets to allocate about VND 2 trillion).
This event carries deep political, social and humanitarian significance as it implements Conclusion Announcement No. 81-TB/TW dated July 18, 2025 of the Party Central Committee on the policy to invest in building schools for border communes; and Resolution No. 298/NQ-CP dated September 26, 2025 of the Government issuing the Government's action plan to implement Conclusion Announcement No. 81-TB/TW. It reflects the special attention of the Party and State to border residents, service members and especially pupils in the country's frontier areas. The initiative also aims to ensure equity in access to education, reduce regional disparities, improve social welfare and strengthen national defense and border security.

The groundbreaking for the Ea Bung Combined-level Boarding Primary and Lower Secondary School has a total investment of about VND 250 billion.
According to Conclusion Announcement No. 81-TB/TW and Resolution No. 298/NQ-CP, 248 land border communes nationwide have been planned to receive investment for 248 combined level boarding primary and lower secondary schools. Of these, 108 schools were invested in during Phase 1 with a total capital requirement of about VND 20 trillion, expected to be completed and put into use before the start of the 2026-2027 school year. Each school will be provided with teaching blocks, boarding facilities, dining halls, cultural and sports activity areas, libraries and subject classrooms, ensuring conditions for comprehensive learning, living and training.

The Ea Bung Combined-level Boarding Primary and Lower Secondary School project will be newly constructed in Hamlet 1 Ya To Mot, Ea Bung Commune, with a total investment of about VND 250 billion and is expected to be completed in August 2026.
The project covers a total area of 60,854 square meters, with design elements including: a Grade III standard three storey primary school building; a Grade III standard three storey lower secondary school building; dining hall and kitchen; boarding and dormitory block; official housing for teachers; guard house; administrative block; library; multifunctional hall; swimming pool, among others. The school is planned to accommodate 1,310 pupils, including boarding students (about 250 pupils) and day board students.

On this occasion, Member of the Party Central Committee and Deputy Prime Minister Ho Quoc Dung and Member of the Party Central Committee and Secretary of the Provincial Party Committee Luong Nguyen Minh Triet presented 10 gift packages to households in difficult circumstances in the commune and 20 gift packages to students facing especially difficult circumstances who have striven to excel in their studies.
