Urgently complete the adjustment of the Dak Lak Provincial Master Plan for the 2021-2030 period with a vision to 2050

On the afternoon of March 11, the Dak Lak Provincial People's Committee held a meeting to provide comments on matters related to the adjustment of the Dak Lak Provincial Master Plan for the 2021-2030 period with a vision to 2050. Comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired the meeting.
Also attending the meeting were Comrade Ho Thi Nguyen Thao, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairwoman of the Provincial People's Committee; Comrade Truong Cong Thai, Vice Chairman of the Provincial People's Committee; Comrade Dao My, Vice Chairman of the Provincial People's Committee, along with leaders of departments, offices, agencies and relevant units.

Pursuant to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the reorganization of provincial-level administrative units, the former Dak Lak Province and Phu Yen Province have merged into the new Dak Lak Province, with a population of more than 3.3 million people and a natural area of over 18,000 square kilometers. This event marks a significant milestone in administrative reform towards a streamlined, effective and efficient apparatus.
The merger of distinctive geographic and ecological spaces between the vast Central Highlands and the South Central Coast opens up large prospects for interregional socio-economic development. However, prior to the merger, the two localities operated under separate master plans (approved by the Prime Minister under Decision No. 1746/QD-TTg and Decision No. 1747/QD-TTg), resulting in differences in objectives, indicators and development orientations. This reality creates an urgent requirement to proceed with the adjustment of the provincial master plan for the 2021-2030 period, with a vision to 2050.

The consultant's summary report on the adjustment of the provincial master plan for the 2021-2030 period, with a vision to 2050, presented at the meeting stated that the core objective of the adjustment is to concretize the orientations of higher-level plans at the local level by reorganizing in a synchronized manner the spatial framework for socio-economic development, national defense and security, and the urban-rural system.
Building upon and developing from the planning foundations of the two former localities, and reviewing already approved plans, the province will adjust the master plan to optimize resources and form key socio-economic regions. The adjustment aims not only to ensure continuity but also to create a streamlined, modern spatial structure that maximizes the synergistic advantages of a unified administrative entity.

At the meeting, delegates concentrated on discussing and reviewing the content of the provincial plan adjustment with issues such as: an overview of the plans of the former Dak Lak and Phu Yen provinces before the merger; the position and role of Dak Lak for the region and the nation; the current state of economic development; strengths, weaknesses, opportunities and challenges; vision, development viewpoints and strategic objectives; growth scenarios, development pillars and breakthroughs; spatial development orientations and infrastructure.

From the presentation by the consulting unit, delegates noted that the preliminary summary report on the adjustment of Dak Lak province's master plan for the 2021-2030 period, with a vision to 2050, essentially assesses the province's potentials and advantages to build development scenarios for the next phase. However, delegates also requested that the consulting unit provide a specific assessment of the province's economic context in the coming period; closely examine the planning of the urban system and related infrastructure; highlight the province's general characteristics and advantages as well as those of each region and locality to determine specific priority development objectives; ensure that indicators and figures on socio-economic aspects, growth, population, transport infrastructure, urban development, and the development of services and tourism are accurate and more specific; and ensure that economic development is harmonized and balanced with other indicators such as environmental protection and the preservation and promotion of the cultural identities of ethnic groups in the area.

In his remarks, Comrade Ta Anh Tuan stressed that provincial planning is a very important task. Effective implementation of planning will create a foundation and favorable conditions to attract investment, particularly in sectors such as energy, logistics, tourism, and high-tech agriculture, ensuring synchronized and sustainable long-term development.
Comrade Ta Anh Tuan also outlined several key issues to consider when carrying out the plan adjustment, especially the province's potentials and advantages that should be prioritized for exploitation, thereby leveraging strengths, opening up new development space, and meeting the province's set objectives and tasks in the new period.
Chairman Ta Anh Tuan requested the Department of Finance and the consulting unit to fully incorporate, review, and supplement the delegates' comments, and to continue discussions and expert consultations to promptly complete and finalize the dossier for the provincial master plan adjustment, ensuring full procedures and formalities in accordance with legal regulations.
